I'm a cynic and always assume that a cycle is going to lock early for some reason. Therefore I fill in my review as soon as I've finished my initial testing. I can always edit it later if I think of more things, however if the cycle locks due to enough bugs or changing deadlines then I've missed the chance even if I've tested the app.
