Yep, this can happen, as i said previously, there are far fewer cycles for this testing type and therefore far fewer testers testing them. So if you are rated against all the testers and the activity level for these cycles is incredibly low overall the rating for localization for example is highly volatile. This is why we make sure to look at your overall functional rating, your quality score and things like that when inviting testers to other testing types, because we are aware that the rating may not tell the whole story. These areas of our business are growing and as the demand increases and we run more cycles these ratings will begin to stabilize.
